The United States Department of Justice, Community Oriented Policing program, is offering in-car mobile video Instructor, and Basic Practitioner, law enforcement training courses taught by the Law Enforcement Mobile Video Institute. All course registrations are through the Gulf States Regional Policing Institute, www.gsrcpi.org. The International Association of Chiefs of Police, Inc. is also offering three one-day courses for departmental chiefs and administrators, more information can be found at the IACP website, www.theiacp.org, or by visiting www.copscameras.org. This grant-funded program is being offered to train police officers in the legal and procedural use of in-car video equipment. This program is being offered in conjunction with 20 Regional Community Policing Institutes across the United States from 2004-2006. Courses will be conducted in cooperation with the 20 R.C.P.I.'s who will be selecting the sites and dates, in conjunction with the Gulf States Regional Policing Institute.
This program is offered to local law enforcement agencies being served by the 20 R.C.P.I.'s who are currently using mobile video equipment or plan on starting such a program within their law enforcement agency. Agencies sending officers to the Instructors Course must commit these officers to offer training in their respective jurisdiction. The training offered by each of these entities is a follows:
Law Enforcement Mobile Video Institute, Inc.:
40 hour Instructor's Course is designed to train officers to present instruction with the national curriculum designed by the Law Enforcement Mobile Video Institute, Inc. 50 officers will be selected to participate in this training seminar offered over a 4 day period of time. The 8 hour Basic Practitioners Course is designed to train law enforcement officers who are currently using or planning to use mobile video systems in the field in law enforcement. Two seminars will be offered at each of these locations, accommodating up to 150 officers per seminar. All attendees must register in advance and provide proof of law enforcement employment.
Gulf States Regional Community Policing Institute:
Development of a community forum curriculum designed for distribution of information to the media and general public on the role of in-car mobile video equipment. They are in charge of class registration for all of the courses offered under this program.
20 Regional Community Policing Institutes:
Each will offer a 3-4 hour public seminar for information on the legal and procedural use of in-car mobile video equipment for citizen input and community involvement. (Refer to list of sites below)
International Association of Chiefs of Police, Inc.:
Has developed an 8 hour Management Seminar to assist administrators in the development of a mobile video policy and plan of action for their law enforcement agency. This course will be offered three times during each training. Registration is through Gulf States Regional Community Policing Institute.
Registration and Attendee selection:
Officers selected to attend the program will send an application to their local Regional Community Policing Institute. The selection process of attendees will be determined by the local R.C.P.I. and registration will be made with the Gulf States Regional Community Policing Institute, who will be confirming registrations and reservations. Details of the dates, locations of training and local accommodation information may be acquired from G.S.R.C.P.I.
Hotel Accommodations and Meals:
Officers selected for the Instructor's Courses will be offered a hotel room, double occupancy, for the dates of the course. Also, lunch will be provided for the persons attending the Instructor's Courses, Basic Practitioners Courses and the Management Courses. Other meals, travel and incidental expenses will not be provided nor reimbursed by the C.O.P.S. program. Room reservations will be made by G.S.R.C.P.I. when course registration is completed and your roommate information and hotel confirmation will be sent to you prior to the start of the course.
Course Materials:
These C.O.P.S. grant funded courses will provide all training materials needed for each of the three-law enforcement training seminars offered by this program. Officers attending the 40-hour Instructor's Course are urged to bring a laptop computer loaded with PowerPoint® 97 or newer if available and attire appropriate for teaching a class to police officers. Computer equipment is available for students not having access to a laptop or PowerPoint®.
Instructor Course Materials:
Instructor's Manual, two corresponding Basic and Advanced Student Manuals for both the 8 and 16-hour curriculum, 2 PowerPoint® presentations and a training video.
Practitioner Course Materials:
Law Enforcement Officers attending will be furnished with the Basic Practitioners Manual.
